A few days ago, the AQSIQ received a notification from Japan on the amendments to the Implementation of the Law on the Effective Use of Resources by the Secretariat of the World Trade Organization. The circular requires that some imported electrical products must implement more efficient energy consumption standards, and incorporate standards as mandatory requirements into relevant regulations, and plans to formally implement them in July this year.
Prior to this, the AQSIQ also received relevant information: The United States will make amendments to the energy efficiency standards of 15 categories of consumer products and commercial and industrial equipment such as lamps, commercial air conditioners and heating equipment, and the US Department of Energy will also pass legislation. The energy-saving standards for the above products, the draft regulations have been solicited for comments and feedback on a global scale, and most of the standards are planned to be implemented in 2008 and 2009 respectively.
There is no doubt that the United States and Japan are the fortified fortresses of Chinese home appliance companies.
In response to this notification, Chen Xiang, secretary-general of the Audiovisual Products Branch of the China Chamber of Commerce for Import and Export of Mechanical and Electrical Products, said that we should not artificially increase the significance of the notification, although we cannot rule out that importing countries put forward higher energy-saving requirements for electrical products exported to China. There is a tendency to increase energy consumption standards as a new technical barrier to trade, but more factors are to improve the energy consumption standards of electrical products used in the country to protect the domestic environment. For example, in Japan, the domestic appliance industry only produces high-end products, and the low-end and mid-range products have been transferred to other countries for production. The products involved in the notification are mostly their own production strengths, so no matter whether they raise energy consumption standards, What impact will it have on its industry.
Liu Fuzhong, vice chairman of China Household Electrical Appliances Association, also said that the improvement of energy consumption standards is to improve the overall energy-saving level, rather than only for a certain level of products, so it can meet the minimum requirements after the increase, which is more The entry barrier for low-end products has increased. It is inevitable that countries around the world are paying close attention to energy consumption. Zhao Yuejin, an expert at the Institute of Resources and Environmental Standardization of the China National Institute of Standardization, said that in fact, this is more of a requirement of the US and Japan's energy policy. For example, in Japan, its energy law stipulates that energy consumption standards will increase once in a few years. Although the increase in energy consumption standards is equivalent to technical barriers, the first is to serve the national energy strategy.
Regardless of the improvement of the energy consumption standards of the United States and Japan, for what practical purposes, things have happened after all, and it has put forward energy-saving warnings to our related companies.
