Chapter I General Provisions

Article 1 These Provisions are formulated for the timely reporting, investigation, statistics, handling of power production accidents, and regulation of power production accident management and investigation activities.

The second task of electric power production accident investigation is to implement the principle of safety first and prevention first, sum up experience and lessons, study the law of electric power production accidents, and take preventive measures to prevent and reduce the occurrence of electric power production accidents.

Article 3 The investigation of electric power production accidents shall be truth-seeking and respectful of science, so that the cause of the accident has not been ascertained, the responsible personnel have not handled it, the rectification measures have not been implemented, and the relevant personnel have not been educated.

Article 4 The statistical report on power production accidents shall be timely, accurate and complete. The statistical analysis of power production accidents should be combined with reliability analysis to comprehensively evaluate the safety level.

Article 5 Any unit or individual has the right to report to the State Electricity Regulatory Commission (hereinafter referred to as the Electricity Regulatory Commission) and its dispatched agencies and relevant government departments for acts that violate these regulations, conceal electric power production accidents or impede power production accident investigations. .

Article 6 These Provisions apply to power companies within the territory of the People's Republic of China.

Chapter II Accident Definition and Level

Article 7 A power enterprise shall have personal injury or death in one of the following circumstances:

(1) In the course of work involving employees related to electric power production, personal injury or death (including personal injury caused by productive acute poisoning, the same below);

(2) In the course of work related to the production of electric power, the employee shall have a traffic accident with the same responsibility or above, causing personal injury or death;

(3) In the work area of ​​the electric power production area, the personnel of the foreign unit engaged in the work related to electric power production shall be personally injured or injured by the enterprise.

The classification and standards of personal accidents in electric power production, and the implementation of relevant national regulations.

Article 8 A large-scale power outage in one of the following situations occurs in the power grid, which is a major power grid accident:

(1) The power supply reduction of the power grid or regional power grid in Sheng Autonomous Region reaches one of the following values:

1. The grid load is more than 20,000 MW, and the supply load is reduced by 20%;

2. The grid load is more than 10,000 MW and less than 20,000 MW, and the load is reduced by 30% or 4,000 MW;

3. The grid load is 5,000 MW or more and less than 10000 MW, and the load is reduced by 40% or 3,000 MW;

4. The grid load is more than 1000 MW and less than 5,000 MW, and the load is reduced by 50% or 2000 MW.

(2) The municipality reduces the supply load by more than 50%;

(3) The city where the provincial and autonomous regional people's governments are located and other large cities reduce the supply load by more than 80%.

Article 9 A large-scale power outage in one of the following situations occurs in the power grid, which is a major power grid accident:

(1) The power supply reduction of the power grid or regional power grid in Sheng Autonomous Region reaches one of the following values:

1. The grid load is more than 20,000 MW, and the load is reduced by 8%;

2. The grid load is less than 10,000 MW and less than 20,000 MW, and the load is reduced by 10% or 1600 MW;

3. The grid load is 5,000 MW or more and less than 10000 MW, and the supply load is reduced by 15% or 1000 MW;

4. The grid load is more than 1000 MW and less than 5,000 MW, and the supply load is reduced by 20% or 750 MW;

5. The grid load is less than 1000 MW, and the load is reduced by 40% or 200 MW.

(2) The municipality reduces the supply load by more than 20%;

(3) The city where the provincial and autonomous regional people's governments are located and other large cities that reduce the supply load by more than 40%;

(4) The medium-sized city reduces the supply load by more than 60%;

(5) Small cities reduce the supply load by more than 80%.

Article 10 An accident in which a power enterprise has one of the following circumstances is a general power grid accident:

(1) The provincial power grid or regional power grid above 110 kV is abnormally disassembled, and the whole network supply reduction load reaches one of the following values:

1. The grid load is more than 20,000 MW, and the load is reduced by 4%;

2. The grid load is 10,000 MW or more and less than 20,000 MW, and the supply load is 5% or 800 MW;

3. The grid load is 5,000 MW or more and less than 10000 MW, and the supply load is 8% or 500 MW;

4. The grid load is more than 1000 MW and less than 5,000 MW, and the load is reduced by 10% or 400 MW;

5. The grid load is less than 1000 MW, and the supply load is reduced by 20% or 100 MW.

(2) The busbar of any voltage level above 220 kV in the substation is completely stopped.

(3) The power quality of the grid is reduced, resulting in one of the following situations:

1. The power grid with an installed capacity of more than 3000 MW, the frequency deviation exceeds 50±0.2 Hz, and the duration is more than 30 minutes; or the frequency deviation exceeds 50±0.5 Hz, and the duration is more than 15 minutes.

2. The installed capacity is less than 3000 MW, the frequency deviation exceeds 50±0.5 Hz, and the duration is more than 30 minutes; or the frequency deviation exceeds 50±1 Hz, and the duration is more than 15 minutes.

3. The voltage deviation of the voltage monitoring control point exceeds the voltage curve value specified by the power dispatcher by ±5%, and the duration exceeds 2 hours; or the voltage deviation exceeds the voltage curve value specified by the power dispatcher by ±10%, and the duration exceeds 1 hour.

Article 11 If the equipment, facilities, construction machinery and transportation tools of the electric power enterprise are damaged, and the direct economic loss exceeds the prescribed amount, it shall be an accident of the electric power production equipment.

The classification and standards for accidents of power production equipment shall be carried out in accordance with Articles 12 and 13 of the Provisions and relevant provisions of the State.

Article 12 A power plant with an installed capacity of 400 MW or more will cause a major equipment accident if an accident causes two or more units to be unplannedly shut down and causes the entire plant to be out of power.

Article 13 If a power enterprise has one of the following circumstances and does not constitute a major equipment accident, it is a general equipment accident:

(1) Two or more units of the power plant are unplannedly shut down, causing the entire plant to be out of power;

(2) The power bus booster station is fully stopped at any voltage level above 110 kV;

(3) The power plant of 200 MW or more is forced to stop running for more than 24 hours;

(4) The power transmission and transformation equipment above 35 kV of the power grid is forced to stop operation and cause power interruption to the user;

(5) The hydropower plant may not be able to properly store water, flood or other damage due to damage to hydraulic equipment, hydraulic construction or other reasons.

Article 14 The definition, classification and standards of fire accidents shall be implemented in accordance with relevant state regulations.


Chapter III Accident Investigation

Article 15 After an accident occurs in an electric power enterprise, it shall promptly report to the higher authorities and the relevant departments of the local people's government in accordance with relevant state regulations.

Article 16 If a power enterprise has a major physical accident, a power grid accident, a equipment accident or a fire accident, a power plant dam accident and a blackout accident that seriously affects the society, the time, place, accident profile, and the accident are taken immediately. The emergency measures and other conditions shall be reported to the SERC, and shall not exceed 24 hours at the latest.

Article 17 The organization investigation of electric power production accidents shall be carried out in accordance with the following provisions:

(1) Personal accidents, fire accidents, traffic accidents and major equipment accidents, and organize investigations in accordance with relevant state regulations;

(2) The power grid accident, major power grid accident, and major equipment accidents are organized by the SERC;

(3) General power grid accidents and general equipment accidents are investigated by the unit in which the accident occurred.

In the case of general accidents involving two or more enterprises, such as power grid enterprises and power generation enterprises, disputes arise when conducting joint investigations. If one party applies to the SERC for processing, the SERC shall conduct an investigation.

Article 18 The investigation of electric power production accidents shall be carried out in accordance with the following provisions:

(1) After the accident occurs, the unit in which the accident occurred shall promptly rescue the wounded and handle the emergency response, and dispatch special personnel to strictly protect the scene of the accident that is not currently investigated and recorded, and may not arbitrarily change.

(2) After the accident, the unit in which the accident occurred shall immediately take photos, video and draw sketches of the accident site and the damaged equipment.

(3) After the accident occurs, the unit in which the accident occurred shall immediately organize the relevant personnel to collect the original materials such as the accident, the scene, and the property loss.

(4) The unit that has an accident shall provide complete and relevant information to the accident investigation team in a timely manner.

(5) The accident investigation team has the right to know the accident situation and obtain relevant information from the unit or relevant personnel in the accident, and no unit or individual may refuse.

(6) The accident investigation team shall specify the cause, nature, responsibility, preventive measures and handling opinions of the accident in the Accident Investigation Report.

(7) According to the handling opinion of the accident investigation team on the accident, the relevant unit shall handle the unit and responsible personnel who have the accident in accordance with the management authority.

Chapter IV Statistical Report

Article 19 The statistics and reports on electric power production accidents shall be handled in accordance with the Interim Provisions on the Reporting of Electricity Safety Production Information submitted by the SERC.

In the case of accidents involving two or more enterprises, such as power grid enterprises and power generation enterprises, if all enterprises constitute an accident, each enterprise shall count and report according to relevant regulations.

If an accident meets the conditions of the grid accident and meets the equipment accident conditions, it shall be counted according to the principle of “according to different levels of accidents, selecting high-level accidents; the same level of accidents, selecting grid accidents”.

In case of grid accidents or equipment accidents involving personal accidents, personal accidents, power grid accidents or equipment accidents shall be counted and reported separately in accordance with the provisions of this regulation.

Article 20 In accordance with the relevant provisions of the State, an accident that is investigated by the relevant departments of the People's Government shall be reported to the SERC within one week from the date of receipt of the Accident Investigation Report.

Article 21 The number of days in which power generation enterprises, power supply enterprises and power dispatching agencies have no accidents for a total of 100 days is a safe period.

In the event of a serious personal injury or above, the safety cycle shall be interrupted in the event of a general power grid accident, equipment accident or fire accident in which the unit is liable.

Chapter V Supplementary Provisions

Article 22 The meanings of the following terms in these Provisions:

(1) A power enterprise refers to an enterprise (unit) whose main business is power generation, power transmission and transformation, power supply, power dispatching, power maintenance, power test, and power construction.

(2) Employees refer to the various forms of employment in the enterprise (unit), including fixed workers, contract workers, temporary hires, hires, borrowers, and representatives of trainers and interns.

(3) Work related to power production refers to productive work such as power generation, power transmission and transformation, power supply, power dispatching, power maintenance, power test, and electric power construction, such as operation, maintenance, and installation of power equipment (facilities). , testing, production management work, and upgrading and transformation of power equipment, industry expansion, installation, maintenance and testing of users' power equipment.

(4) The area of ​​electric power production refers to the operation, maintenance, construction, installation, testing, repair and distribution of electric power production, as well as the corridors of production warehouses, garages, lines and power communication facilities.

(5) The “responsibility of the enterprise” in item (3) of the first paragraph of Article 7 means that the company has one of the following circumstances:

1. The qualification review is not strict, and the project contractor does not meet the requirements;

2. The contractor’s responsible person, engineering and technical personnel and safety supervision personnel were not provided with a comprehensive safety technology disclosure before the start of construction, or there was no complete record;

3. There is no special safety technology disclosure in the dangerous production area, and the contractor is not required to formulate safety measures, and does not cooperate with relevant safety measures (including setting clear safety warning signs on relevant facilities and equipment);

4. The safety production management agreement has not been signed, or the respective safety production responsibilities and safety measures to be taken are not specified in the agreement.

(6) Regional power grids refer to North China, Northeast China, Northwest China, East China, Central China and South China Power Grids.

(7) Grid load refers to the load of the grid dispatched by the power dispatching agency before the accident occurs.

(8) Large cities, medium-sized cities, and small cities refer to large cities, medium-sized cities, and small cities as stipulated in the Urban Planning Law of the People's Republic of China.

(9) The abnormal disassembly of the power grid includes automatic disengagement, relay protection and operation of safety automatic devices.

(10) Construction machinery refers to large lifting equipment, transportation equipment, excavation equipment, drilling equipment, tension traction equipment, etc.

(11) Direct economic losses include replacement parts, materials, labor and transportation costs incurred. If the equipment is damaged and cannot be repaired, the loss amount will be calculated according to the equipment replacement amount of the same type. Insurance company compensation and equipment residual value cannot offset the direct economic loss.

(12) The external power outage of the whole plant means that the external power load of the power plant has dropped to zero. Although the load transmitted by the power grid through the busbar of the power plant has not stopped, it is still regarded as an external power outage of the whole plant.

(13) When the power supply reduction load affects multiple provincial power grids, the regional power grid is calculated once, except for the provincial power grid that caused the accident. The grid load is calculated according to the total network load before the regional power grid accident. The calculation range of the supply reduction load is the same as the range when calculating the grid load.

(14) The urban supply reduction load refers to the urban supply reduction load, excluding the county or county-level city under the jurisdiction of the city.

(15) Electrical equipment accidents include arc ignition insulation (including insulating oil), oil system (excluding oil tanks), and damage to fire in the milling system.

Article 23 Each electric power enterprise shall, in accordance with these Provisions, formulate internal procedures related to the investigation of production accidents.

Article 24 These Provisions shall come into force on March 1, 2005. On December 22, 1994, the "Regulations on Investigation of Electric Production Accidents" issued by the former Ministry of Power Industry was abolished at the same time.
