The opinion pointed out that Chengdu must ban the use of incandescent lamps in public facilities and urban road lighting, and promote the use of trichromatic fluorescent lamps in hotels, office buildings and residential buildings to limit the use of incandescent lamps.
The "Opinions" clarified the main goal of energy conservation in Chengdu during the "Eleventh Five-Year Plan" period: the energy consumption per unit of GDP in the city dropped from 1.02 tons of standard coal per 10,000 yuan in 2005 to 0.816 tons of standard coal per 10,000 yuan in 2010, a decrease of 20%. The static energy saving of 4.84 million tons of standard coal is calculated according to the annual GDP growth of 13%, and the dynamic energy saving is 8.9 million tons of standard coal. In terms of green business and business energy conservation, Chengdu will increase the proportion of high-efficiency light sources in public facilities and urban road lighting throughout the city, restrict the use of high-pressure mercury lamps, and prohibit the use of incandescent lamps. Government agencies should carry out energy-saving technological transformation of facilities and equipment with high energy consumption such as buildings, heating, air-conditioning, lighting, etc., and include energy-saving products in the government procurement catalogue.
In terms of transportation, Chengdu will give priority to the development of public transportation and rail transit. Accelerate the elimination of old railway locomotives and automobiles. The government has formulated relevant preferential policies to encourage old vehicles to be scrapped in advance and encourage the use of energy-saving and environmentally-friendly vehicles and alternative fuels.
