After experiencing these, the national standard for LED lighting, which was led by the National Lighting Standardization Committee, is currently in the trial stage. The industry's long-awaited LED lighting national and industry standards will soon unveil its true colors. . The reporter interviewed the executive director of the China Lighting Society, which is involved in the development of standards for the upcoming LED lighting standards. He is the deputy director of the Measurement and Testing Committee of the China Lighting Society and the chairman and technical director of Hangzhou Yuanfang Optoelectronic Information Co., Ltd. Since 1985, Professor Pan has been engaged in the design of optoelectronic testing technology and equipment for optics, color and electronics. As the representative of China of the International Commission on Illumination (CIE) Light and Radiation Measurement Division (D2), he participated in the discussion, drafting and voting of CIE's various technical committee standards and was elected as the spectral sensitivity of CIED2R2-38 photometric detector. Reporter: At present, LED companies and people are eagerly awaiting LED lighting national standards. You are also involved in the development of LED national standards for general lighting. When will the official implementation of the LED lighting standard be implemented? The entire LED lighting national standard has been planned from the beginning to the present. How long does the stage last?

Professor Pan: China's national semiconductor lighting project was launched in 2003. With the participation of relevant departments and experts from the Ministry of Science and Technology and LED lighting, China has made a master plan for the standardization of LED lighting at the end of 2003. By the end of 2008, this work Great progress has been made. The National Lighting Standardization Committee has 12 standards for LED lighting that have passed the basic certification. The LED lighting standard working group of the Ministry of Industry and Information Technology has passed 7 basic LED standards. If the progress is smooth, these standards are relevant. Reporter: In the standard review draft, Hangzhou Yuanfang participated in three specific standards of "LED test methods for general lighting", "performance requirements for LEDs for general lighting", and "performance requirements for LED modules for general lighting". Will there be some difficulties in the development process?

Professor Pan: It should be said that the industry trusts distant companies and myself. The distant companies have the honor to participate in the formulation of these three standards, but they also feel tremendous pressure. Because these three standards are the more basic standards in LED lighting, they will have a great impact on the future development of LED lighting. The standardization work of LED lighting in major developed countries and international organizations such as CIE and IEC is also in the discussion stage. There are some standards introduced, but they are rare and cannot be easily quoted. Therefore, these standards can indeed be said to be the most challenging since I have been engaged in standardization for more than ten years.

To this end, Yuanfang also recruits more than a dozen doctoral and master students from Zhejiang University and Zhejiang University of Technology. With the support of the National 863 Program, it specializes in technical issues related to LED lighting standardization, and also with the International Commission on Illumination (CIE). The United States International Semiconductor Lighting Alliance (ASSIST), the National Institute of Standards and Technology (NIST) and Germany, Japan, China and other regions and other international authoritative organizations and well-known experts conducted in-depth exchanges, pay close attention to the latest developments in LED lighting standardization. We know the difficulty and importance of this work, so we dare not relax, work together with other participating units and relevant industry leaders and senior experts, and finally have the standard draft of the current three projects. These three standard drafts are the crystallization of everyone's wisdom.

Reporter: Do you think that the introduction of LED lighting standards will affect the industry, enterprises and users (designers)?

Professor Pan: LED lighting itself is in the dynamic development. It can be said that the entire international community recognizes that it is very difficult to standardize LED lighting at present. However, everyone is more aware that if there is no standard for LED lighting, LED lighting Development will be more difficult. The mixed situation of fish and dragons, the unevenness of resources and the waste of resources will be more serious. It is difficult for the entire LED lighting industry to enter a benign and sustainable development.

The generation of any standard needs to be continuously developed and improved in the future practice. However, these LED standards have been discussed, debated and debated by many experts and enterprises. The final written clauses are relatively pertinent and comprehensive, and basically reflect the current status of LED lighting, reflecting the common interests and long-term interests of the industry, enterprises and users. I believe that the introduction of standards will be more conducive to the development of the industry in a benign direction.

Reporter: Some insiders believe that after the introduction of LED lighting related national standards, the LED industry will face a major reshuffle. At least 50% of the companies will be eliminated. Some business people also said that after the implementation of the national standard, the cost of each LED lighting product will increase by 8 to 10 yuan. Do you agree with this point of view?

Professor Pan: There are standards introduced, which has changed the status of no previous standards, and competition will be more fair. This is a long-term advantage for most companies. A few companies will feel uncomfortable. I don’t think that about 50% will be Elimination, at present, 50% of enterprises may not be able to meet the standards. As long as there are clear standards, the company's ability to respond is still very strong. I believe that they will adjust and adapt immediately after a short period of pain, and finally they will be eliminated. few.

From no standards to standards, no requirements to requirements, products have improved qualitatively, and it is necessary to increase costs. This is reasonable. For the whole society, the economy is also economical and cost-effective. How much the cost increases depends on the nature of the LED lighting products and the market positioning. Although the standard has made many regulations, it still gives the company a great tolerance and space. Of course, I personally think that as far as the current industry situation is concerned, the requirements of individual indicators are a bit too high or too forward-looking, but I am only an ordinary member of the standard drafters. Many indicators are determined by discussion. It should be the final result of the parties’ consultations.

Reporter: What do you think LED companies should prepare before the introduction of the national standard?

Professor Pan: Taking precautions, companies should conduct new market positioning and product planning as soon as possible, and strive to seize the new opportunities of LED industry restructuring brought about by the introduction of LED lighting standards. They should invest the necessary quality assurance measures to win the competition. Commanding heights. Without advanced equipment conditions and without using high-quality raw materials, it is difficult to produce good products. Reporter: It is understood that you have led the drafting of the "Recommended Technical Specifications for Integrated LED Street Light Testing", can you briefly introduce it?

Professor Pan: After China launched the national semiconductor lighting project in 2003, the LED industry has developed at an unprecedented speed. LED street lamps, as one of the most important application products for LED lighting, have also developed rapidly, but because LED street lamps are very different from traditional street lamps, standards The lack of this industry has put the industry in an awkward position. The industry hopes to introduce LED street lamp standards. However, it will take time for the relevant national standardization departments to pass the standardization project. Under this background, the National Semiconductor Lighting R&D and Industry Alliance Standardization Working Group Decided to conduct a series of research on LED lighting standardization work, and hoped to take the lead in making breakthroughs in the highest-sounding LED streetlights. I was commissioned to draft the "Integrated LED Street Light Test Recommendation" because of the relatively large amount of work involved in international LED standardization. Although this technical specification is not a formal standard, there is no LED street lamp standard before or after it, and there is no standard of a large class. Therefore, some difficulties are even larger than the drafting of the official national standard. The drafters are not only one of me. Other experts involved in the drafting, representatives of enterprises, and even some LED lighting experts from Hong Kong and Taiwan have done a lot of work and put forward many good suggestions. This specification not only regulates the measurement method of LED street lamps, but also indirectly regulates the quality evaluation method of LED street lamps. This specification also lays a foundation for the formulation of our later LED national standard.

Reporter: As the only Chinese representative of the International Commission on Illumination (CIE) Light and Radiation Measurement Division (D2), the Chinese have the right to speak on LED test technology on the international stage. What advantages and disadvantages do you think China has in LED testing technology?

Professor Pan: First of all, I am correcting the formulation. I am now the representative of China in the International Commission on Illumination (CIE) Light and Radiation Measurement Division (D2). The former representative is me, but now it is not the only representative. There is also a leader from the China Metrology Institute who will join me in this role. As a representative of China, it is my duty to actively participate in international work, and it is also my duty. This position is conducive to my participation in related work internationally.

In recent years, the Chinese people’s right to speak on the international stage has increased significantly. At this year’s Italian CIE expert meeting, we Chinese were invited to give an invitation report to the conference for the first time. A Japanese expert sitting next to me also took it from Japan. Reporter: Can you talk about the current development of LED lighting standards in major countries and Taiwan?

Professor Pan: The United States, Germany, Japan, South Korea and Taiwan all attach great importance to the standardization of LED lighting. The United States is the world leader in this field. Germany, Japan, South Korea, and Taiwan have followed closely. There are several in the United States. LED standards have been introduced, and the speed of standard introduction has been significantly accelerated, but more standard research work is still in progress.

In the international community, the competition of countries to develop standards that are beneficial to them through international organizations is fierce. Reporter: At present, China's lighting standards are in the status of followers in the world. How do you think about promoting the development of lighting standards or lighting test technology in China in the future?

Professor Pan: China's LED lighting standards, in general, are still behind the major developed countries, but we are not all behind, and the progress in recent years is very obvious, and China has its own specialties. As far as I am concerned, many international organizations have invited Chinese people to exchange academic and advanced technology. This is a good proof.

For example, last year, I was invited to be a visiting researcher at NIST in the United States. NIST hopes that we can work together on the research of LED optical standard photometric detectors. During the US, NIST and ASSIST also invited me to make our China LED standard test technology. Special report, Taiwan Industrial Technology Research Institute twice invited me to open a special workshop on LED standards and testing in mainland China last year. The number of participants reached more than 350. Recently, South Korea also sent an invitation to me, hoping to be on DSSL2009 in South Korea. Introducing our China's LED standard test technology, which shows that our China's LED standard test technology has a place in the international arena, at least we have the technical basis for equal dialogue with advanced developed countries.

Regarding how to promote future development, I believe that we must first learn from advanced developed countries, interact with the international community, and practise our own internal strengths. At present, China's standardization work has achieved fruitful results under the efforts of all parties. First, we have greatly advanced our grasp of international standards and industry dynamics. An international standard is passed from brewing to voting by member states.
