Each division, each dispatched institution, and each directly-affiliated institution, each province (autonomous region, municipality directly under the Central Government), the National Development and Reform Commission, the Energy Bureau, and all related energy companies:
In order to strengthen energy regulation, the Bureau has formulated the "Recently Focused Special Supervision Work Plan" (see Attachment 1), focusing on 12 special supervision tasks. The relevant requirements are hereby notified as follows:
I. Raising awareness and enhancing the sense of responsibility and urgency of energy regulation
Energy regulation is an important aspect of energy management, and it is also an important part of changing functions and simplifying power administration. After the State Council’s institutional reform, the responsibility for energy regulation is even greater, and the task is even heavier. All departments and units must fully understand the importance of energy regulation and profoundly understand the overall requirements of “simultaneous decentralization of power and responsibility, regulation, and supervision.†Grasp the new role and orientation of energy regulation, increase the sense of responsibility and urgency to do a good job in energy regulation, strengthen the supervision of planning, planning, industrial policies, and implementation of major projects, and strive to explore new ideas for supervision in practice. Investigate effective supervision methods, promote the effective implementation and adjustment of national major energy policies and plans, and create a good market order for the healthy development of the energy industry.
Second, take measures to solve the outstanding problems in the energy industry.
A total of 12 special topics were selected for this special supervision work. A small number of areas were selected for key supervision of each topic. The purpose was to improve the depth and effectiveness of supervision by using points and areas. All departments and units should firmly establish their sense of purpose, focus on the center, serve the overall situation, and supervise and resolve issues that concern the vital interests of the people and restrict the scientific development of the energy industry, identify the entry point for regulatory work, and earnestly strengthen the pertinence of supervision. It is necessary to seriously grasp such important links as participation, informed, supervision, evaluation, feedback, disclosure, processing, and recommendations, and do a good job of in-depth supervision, focusing on time and personnel strength, dissecting “sparrows,†and taking comprehensive interviews, supervising rectification, reporting, and inspections. , penalties and other measures to effectively make supervision work, do fine, do a good job, in order to achieve practical results.
Third, form a concerted effort to explore closed-loop regulatory experience
We must conscientiously implement the "Notice of the National Energy Administration on Printing and Establishing Opinions (Trial) for Establishing a Whole-Range Closed-Loop Regulatory Mechanism" (Guo Neng Comprehensive (2013) No. 278) and formulate policy formulation in terms of planning, plans, policies, standards, and project management. , inspection, feedback, processing, perfect closed loop. Bureau Supervision Department and professional management department should work closely together to strengthen the guidance and coordination of front-line supervision work. All dispatched institutions should take active actions and play a good role in frontline supervision. Local energy management departments should actively support and do a good job of corresponding work, and strive to form a joint force, so that organic integration of supervision and management, complement each other, and create a new situation of energy regulation. All relevant energy companies must attach great importance to it, actively cooperate with special supervision work, submit relevant information in a timely and accurate manner, and seriously rectify the problems found.
Fourth, careful organization and successful completion of various key regulatory tasks
For areas identified as key regulatory areas, the National Energy Administration selects one province (region) for each topic, and establishes a working group, implements the leader responsibility system, and allocates relevant departments, dispatched agencies, and local energy sources for each topic. Related personnel from management departments participate (see Annex 2). In other key areas of supervision, the relevant dispatched agencies shall formulate specific work plans in accordance with the contents and requirements of the “Regular Key Special Work Supervision Work Plan†and be responsible for organizing the implementation. All departments and units can organize training of specific supervisory personnel according to the situation to ensure the quality of work.
For other dispatched agencies that are not under the 12 key special supervision scopes, they can refer to the relevant spirit of the above-mentioned key special projects supervision and combine their local conditions to organize their own supervision work within their jurisdictions. However, they must also concentrate their efforts to highlight key regulatory issues and improve targeted Effectiveness. Relevant departments of the bureaus must strengthen the overall planning and guidance of their work, timely summarize the situation and experience of local supervision, and put forward regulatory opinions and suggestions.
