He suggested that the government should strengthen the planning and management of outdoor electronic display screens, strictly examine and approve, and reasonably distribute points. Impact: Attention is distracted while driving? Will there be light pollution?

Usually, the human eye is sensitive to the color light. When the electronic display screen uses the same frequency to play different advertisements, some advertisements may give people a harsh feeling and cause people emotional and psychological discomfort. This is light pollution. The general electronic display screen has almost no damage to human eyes because its light intensity is weaker than that of electric lights and the like, and people generally watch from a distance. The driver is dazzled by the LED electronic screen, mainly due to problems with the light source setup.

Zhang Huajun believes that it is not negligible that there are still some problems in the operation and broadcasting of these outdoor electronic display screens. For example, some electronic display screens installed on both sides of roads and traffic intersections can easily distract the driver and give traffic. Security brings hidden dangers, and it will become a source of light pollution at night, affecting the normal operation of surrounding residents. Many citizens have considerable opinions. At present, many LED large screens, the brightness does not meet the standard and has not passed the EIA, causing great distress to people's lives and traffic.

Management: Special planning, strict control of brightness, frequency and color difference

To this end, Zhang Huajun suggested that the government should strengthen the planning and management of outdoor electronic display settings, strictly examine and approve, reasonably deploy, and standardize the size of electronic displays. The setting of large-scale electronic display screens should be considered as far away as possible from the urban arterial roads, and no busy traffic intersections should be set up. At the same time, consideration should be given to controlling the display brightness, playing time, and the playing rhythm of the electronic display screen in order to minimize its impact on traffic safety and residents' lives.

Zhang Huajun also gave an example: Since 2008, Beijing, Nanjing, Shenyang, Linping, Yichun, Panzhihua and other cities have all introduced local regulations such as the Regulations on the Administration of Outdoor Electronic Display Settings. Among them, there are clear regulations on the orientation, time of play, and screen switching of outdoor electronic screens, and no light pollution, noise pollution, electromagnetic radiation pollution, etc. must be explicitly ordered. It clearly stipulates that outdoor electronic display screens must not be installed in the direction of the road to the road, and must not cause light pollution, noise pollution, electromagnetic radiation pollution, etc. that affect the normal life of residents; and outdoor electronic devices must be installed on both sides of urban arterial roads (except urban closed squares and pedestrian streets). In the display screen, no moving picture may be played. In principle, the playing time of each fixed picture should be greater than or equal to 15 seconds.
