**Tender Notice**
The bidding project includes the power distribution and oil tanker construction for the Jinan (Fengjing) Jian'an Data Center of China Telecom Shanghai Corporation in 2017, the municipal power expansion project of Zhenguang Bureau in the West District, and the procurement of dry-type transformers for Gaodong Bureau’s power expansion project. The tender number is SCZB20171408. The tenderer is China Telecom Co., Ltd. Shanghai Branch. The project funding is self-raised by the tenderer, and the funds have already been secured. The project meets all the conditions required for bidding and is now open for public tenders. Qualified bidders are encouraged to submit their bids.
**1. Project Overview and Bidding Content**
**1.1 Project Overview:**
To support the power distribution and expansion of oil tankers at the Jinshan (Fengjing) Jian’an Data Center, eight 10/0.4kV 2500kVA dry-type transformers will be installed. In the municipal power expansion project, two 10/0.4kV 2500kVA dry-type transformers will be installed at the West District Zhenguang Bureau. Additionally, two 10/0.4kV 1600kVA dry-type transformers will be installed at the Gaodong Bureau as part of its power expansion project.

- **1.2.2 Delivery Date and Place:**
Deliveries must be completed within 30 days after the issuance of the bid-winning notice, and shall be delivered to the location designated by the tenderer.
**1.3 This project will not be divided into standard packages.**
**1.4 Maximum Bid Limit Price (tax included):**
The maximum bid limit price is 2.5 million RMB (tax included). Any bid exceeding this amount will be considered invalid.
**2. Qualification Requirements for Bidders**
**2.1 Basic Qualification Requirements:**
- The bidder must be a legally registered entity operating independently within the territory of the People's Republic of China (excluding Hong Kong, Macau, and Taiwan), with no affiliation to the tenderer or the bidding agency.
- The registered capital or start-up capital should be no less than 3 million RMB (inclusive). If the bidder is an agent, the manufacturer's registered capital or start-up capital must also meet this requirement. For foreign currencies, the equivalent in RMB will be calculated based on the exchange rate announced by the People's Bank of China at the deadline for submitting the bid.
- The bidder must provide a business license and relevant qualification documents, with the company’s official seal affixed.
- The legal representative or person in charge of different bidders cannot be the same if they have a controlling or management relationship. They are not allowed to participate in the same tender for the same package or item.
- Financial reports for 2015 and 2016, audited by a third party, including balance sheets, cash flow statements, and profit and loss statements, must be submitted. Companies established after 2016 must provide similar documents up to the date of establishment.
- This project does not accept consortium bids.
- Agents are generally not accepted, except in specific cases where the manufacturer is located outside mainland China and must use an agent to bid. In such cases, the manufacturer must issue a letter explaining the reason and assume joint liability for the agent’s bid. Agents must meet the following criteria:
- Only the sole manufacturer may bid; no other bidders can be entrusted.
- The agent must have had a cooperation relationship with the manufacturer for at least one year.
- Bidders must have general taxpayer status and provide valid value-added tax invoices.
- Manufacturers must have ISO 9001 quality management system certification, covering the tender products.
- Manufacturers must also have ISO 14001 environmental management system certification.
**2.2 Prohibited Situations for Bidders:**
- Affiliated entities without independent legal status.
- Entities that have been ordered to close down or declared bankrupt.
- Entities that have been suspended or revoked.
- Entities whose property has been reorganized, seized, or frozen.
- Entities that have breached contracts or had supplier qualifications canceled within the last three years.
- Entities involved in bid rigging or fraud within the last three years.
- Entities with unresolved issues in cooperation with China Telecom or other telecom operators.
- Entities whose products have had major quality issues with China Telecom or other telecom operators.
**Note:** All bidders must provide a commitment letter stating that none of the above situations apply.
**2.3 Tender Product Eligibility:**
- The product must originate from the People’s Republic of China or a country/region with normal trade relations with China.
- Manufacturers must provide at least one contract or order copy for dry-type transformer sales, with a total value of at least 5 million RMB since January 1st. Supporting documents must include framework contracts, purchase orders, and stamped pages.

**3. Qualification Review Method**
This project uses post-qualification review. The evaluation criteria are outlined in Chapter 3 of the bidding document. Bidders who fail the review will be disqualified.
**4. Acquisition of Tender Documents**
Bidders are requested to purchase the tender documents between December 13th and December 18th, 2017, from 9:00 AM to 11:00 AM and 1:00 PM to 4:00 PM (Beijing Time).
