1. Project Overview and Bidding Content

1.1 Bidding content: This project is a central air-conditioning renovation project for the comprehensive building of the Huixian City Branch of Xinxiang Unicom in 2017.

Project Overview: The China Unicom Huixian Branch Office building is located in the office of Huixian Branch Office, with a frame structure of 46 meters and a total of 10 floors. No air conditioning is used on the 1, 3, 4 and 10 floors, and a total of 6 floors are used. The 2nd floor is 5 meters high and has an area of ​​1,000 square meters; the 5 to 9 floors are 4.5 meters high and each has a length and width of 26 x 26 meters; 5 to 9 floors have a total area of ​​3,380 square meters; and the total construction area with air-conditioning is 4,400 square meters. It is planned to purchase and install air-cooled heat pump module units, ancillary equipment and cables, power distribution control facilities, softened water and other equipment; the cooling capacity is 650KW. The unit equipment is installed on the platform of the third floor of the comprehensive building, and the old distribution cabinets, pumps, pipelines, etc. are replaced and docked in place.

1.2 Requirements:

Engineering Quality: Qualified (to meet national requirements)

1) Delivery: 30 calendar days;

2) Installation duration: 20 calendar days.

Project quality warranty period: two years

1.3 This project does not divide bids.

1.4 This item does not set the maximum bid limit price.

2. Bidder qualification requirements

1) A copy of the potential bidder’s business license, tax registration certificate, organization code certificate, and other certification materials (original); if the “three-in-one” registration system has been completed, the legal entity and other entities issued by the industry and commerce department must be provided. To organize the business license for the unified social credit code (original); or a photocopy of the relevant license certificate that has been verified by the issuing unit and confirmed without error, or a copy of the relevant certificate (including a notarial certificate) notarized by the notary public and the original.

2) Potential bidders must be VAT general taxpayers and provide special VAT invoices.

3) The potential bidder shall be an air-conditioner production enterprise or an authorized agent. The air-conditioning production enterprise shall be an air-conditioner manufacturer registered in the territory of the People's Republic of China with independent legal personality. The air-conditioner production enterprise shall not authorize the agent again for this project. If the agent is required to provide the air conditioner production company issued a unique authorization (original) for this project. Air-conditioning manufacturing companies and authorized agents cannot bid at the same time.

4) The potential bidder must have qualifications (original) of grade one and above for professional contracting of electromechanical equipment installation engineering.

5) The potential bidder shall set up a resident agency in Xinxiang City within 30 days after setting up the maintenance agency in Xinxiang City of Henan Province or committing to win the bid; the business license or rental agreement certificate (original) shall be provided.

6) This time, the companies listed in the “National Business Credit Information Disclosure System” in the list of “Abnormal Business” or “List of Seriously Illegal Enterprises” are restricted from bidding; potential bidders have good bank credit and business reputation.

7) Potential bidders must not have one of the following situations:

Potential bidders were ordered to close down or went bankrupt;

Potential bidders are suspended or canceled;

Potential bidder’s property is reorganized, taken over, seized, seized or frozen;

The potential bidder has defrauded or seriously breached the contract within the last three years;

8) This project does not accept bids in the form of a consortium. Subcontracting after winning the bid is not allowed.

3. Qualification method

The project will be subject to post-qualification. The criteria and content of the qualification review will be found in the “Bid Evaluation Methods” in Chapter 3 of the Bidding Document. Any bidder who fails to pass the qualification will be rejected.
