Foshan set 300 million Zhi Zhi Industrial Fund to build a full industrial chain of robots

Recently, the Implementation Measures for the Promotion of Robot Industry Development in Shunde District of Foshan City (Fair Complaint Review Public Notice), commonly known as the "Measures," were officially released. These guidelines mark a significant step forward in shaping Shunde's future as a global hub for smart manufacturing and robotics. The city plans to establish a Shunde Smart Manufacturing Industry Development Fund with a total scale of 300 million yuan, aiming to invest in projects related to local robotics and smart manufacturing companies. The goal is to build a globally influential smart manufacturing industry cluster by 2020, creating an international robot-based intellectual base with a complete industrial chain and ecosystem. By then, more than 100 robotics and smart manufacturing-related companies are expected to be based in Shunde.

According to the "Measures," certified backbone enterprises in the robotics sector will receive annual subsidies based on 10% of their robot sales revenue (including tax). Each company can accumulate up to three years of such support. If a company sells fewer than 500 robots annually, the maximum subsidy per company is capped at 3 million yuan. For sales between 500 and 1,000 units, the cap increases to 6 million yuan, while sales between 1,000 and 2,000 units allow for a maximum of 10 million yuan in subsidies. Companies selling over 2,000 robots annually may receive up to 20 million yuan in annual support.

The establishment of the Shunde Smart Manufacturing Industry Development Fund will focus on supporting robotics and smart manufacturing initiatives. This includes accelerating the development of smart manufacturing demonstration projects, digital workshops, and factories within local enterprises. Since 2016, Midea Group’s acquisition of KUKA Group has been seen as a milestone for Shunde’s robotics industry. The new "Measures" further encourage local companies to acquire domestic or overseas robotics firms to boost growth. Projects involving mergers and acquisitions with costs exceeding 30 million yuan will be eligible for a 50% subsidy on legal expenses, with a maximum of 1 million yuan per company.

In addition, the "Measures" emphasize support for the Foshan Robotics Institute. Settled companies and institutions will have long-term display opportunities at the Robotics Academy and will be encouraged to participate in its business promotion activities. New entrants to the Robotics Academy will receive 100% subsidy for venue rent and membership fees in the first year, and 50% in the second and third years. Furthermore, if companies registered in Shunde issue procurement requirements for robotic applications or smart manufacturing projects through the institute, and if these are fulfilled by resident companies, the procurement company will receive a 15% subsidy based on the project's sales. The annual maximum subsidy for each procurement company will not exceed 500,000 yuan.

Through these measures, Shunde aims to attract at least one global and one domestic leading robot company by 2020. The city seeks to create a smart manufacturing industry cluster with global influence, featuring an international-oriented, full industrial chain, and a complete robotic intelligence ecosystem. It also expects to gather over 100 robotics and smart manufacturing companies, including no less than 50 large-scale enterprises and at least 10 companies with annual revenues exceeding 100 million yuan, along with one enterprise surpassing 1 billion yuan. Additionally, the Guangdong Provincial Smart Manufacturing Innovation Demonstration Park will be established. The city also aims to add at least 5,000 new employees in robotics and smart manufacturing sectors and attract no fewer than 500 high-level talents.
