Compared with the traditional power grid, an important increment of the smart grid is reflected in the deployment of smart meters and concentrators, collectors, and specialized terminals. China's first generation of smart meters began production after the introduction of the 2009 development plan. In 2009-10, it was the pilot phase of the project, and the amount of tenders was relatively low. After the technical standards matured, it entered the stage of mass production of smart meters in 2011-15. The average annual bidding volume of the State Grid exceeded 60 million, and in 2015 it reached the peak level of more than 90 million tenders. With the rapid and comprehensive promotion of smart meters, the tender volume of smart meters during the “13th Five-Year Plan” period is facing severe downward pressure. In 2016, the actual number of tenders for the State Grid was 65.73 million, and 2017 was down to 37.78 million.

In terms of investment scale, the price of smart meters has remained stable in the past few years. According to the model and composition modules, the price range is between RMB 200 and RMB 350 per unit. Concentrators and collectors are basically divided into 100 yuan, 200 yuan, and 300 yuan according to different models. However, in the past two years, they rarely see the figure of 100 yuan gear collector concentrator from the winning bid information. The model of the meta-location is dominant. With the first batch of smart meters gradually reaching the design life in 2009-10, the national network should enter the stage of large-scale replacement of new generation meters in 2017. However, the introduction of relevant technical standards was later than expected. Until June 2017, the State Grid released the “Low-Voltage Power Line Broadband Carrier Communication Interworking Technical Specification (Q/GDW11612--2016)”, which is the general standard and technical requirements for broadband carrier technology. The inspection methods and physical layer communication protocols were clearly defined, and a publicity meeting was held in July to guide social enterprises to design and develop broadband carrier chips and communication modules. After the standard was introduced, it was re-revised by the spectrum range, and multiple rounds of broadband and narrowband carrier communication intercommunication tests were carried out. The overall progress was slower than expected. It also caused the number of tenders for the State Grid in 2017 to be affected, with only 37.78 million, down 43% year-on-year.

Countries along the “Belt and Road” are important export markets for smart meters in China. In December 2017, Shu Yinbiao, Chairman of State Grid Corporation of China, stated at the “B20 China Business Council 2017 Annual Meeting and the “Belt and Road” Dialogue” that State Grid Corporation will further open up markets in key countries in the “Belt and Road” and promote countries. Complementary energy resources development; at the same time, strengthen mutual recognition of market standards in key countries along the route, and increase the promotion of Chinese standards abroad. It is estimated that the demand for power investment in the countries along the “Belt and Road” will reach 1.5 trillion US dollars in the next five years, and the market space is broad. In the same month, the Office of the Leading Group for Promoting the Construction of the “Belt and Road” issued the “One Belt and One Road Action Plan for Standards and Unicoms” (2018-2020). The national standards for key markets for smart grids are expected to be unified in the next few years.
