The main goal of this emergency response plan is to enhance the operators' ability to deal with unexpected situations in the power distribution cabinets. By doing so, we aim to minimize casualties and property damage caused by accidents, as well as reduce the negative impact on the working environment. This plan is specifically designed to ensure safety and quick response during critical incidents.

Second, the scope of application:

This emergency plan applies to all production workshops and work sites where electrical equipment is used. It covers all areas where power distribution cabinets are installed and operated, ensuring that every worker is aware of the necessary steps to take in an emergency.

Third, identification and analysis of hazardous sources:

The company has ten low-voltage power distribution cabinets operating at 380 volts. These cabinets contain numerous cable connectors, making them vulnerable to electric shocks, electrical fires, and even explosions. The risk arises from long-term overloads, short-circuit failures, poor connections, and aging insulation, which can lead to serious incidents if not properly managed.

Fourth, accident scenarios and consequences:

(1) When a high-voltage system fails due to lightning or other causes, it may result in overvoltage, leading to a complete power outage. This can disrupt operations and cause significant damage.

(2) Faults in primary equipment such as voltage transformers, current transformers, cables, and circuit breakers can lead to overheating, insulation breakdown, and even explosions. These issues often stem from long-term overloading or poor contact at connection points.

(3) If the secondary grounding of the high-voltage system is inadequate, it can generate dangerous voltages on secondary equipment, posing a serious risk of electric shock to personnel.

Fifth, on-site emergency measures:

In case of abnormal conditions in the power distribution cabinet—such as unbalanced ammeter readings or blown fuses—it is crucial to cut off the power supply immediately. The maintenance department or an electrician should be notified right away. Only after the issue is resolved should the power be restored to prevent further risks.

Sixth, alarms and notifications:

If an electrical fire breaks out or someone suffers an electric shock, immediate action must be taken. Call the fire department at 119, report to the relevant leadership, and dial 122 for medical assistance if there are any injuries. Quick communication is essential to minimize harm and ensure timely help arrives.

Seventh, emergency handling and rescue procedures:

(1) In the event of an electrical fire, quickly turn off the power source and use a dry powder fire extinguisher to control the flames. Immediately call 119 and notify the Safety Department or senior management to coordinate further actions.

(2) If someone is electrocuted, disconnect the power supply of the affected equipment immediately. Ensure the victim is separated from the power source and perform first aid, including artificial respiration if needed. Once informed, the Safety Department and relevant leaders should organize transportation to the nearest hospital for urgent care.

Eighth, protective and rescue equipment:

The production workshop must be equipped with qualified fire extinguishers, special fire-fighting tools like axes, buckets, and emergency vehicles. These resources are essential to respond effectively to emergencies and protect both workers and facilities.

By following this comprehensive emergency plan, the company ensures a safer working environment and better preparedness for potential electrical hazards. Regular training and drills will also help reinforce these safety measures and improve overall response efficiency.
