The 74HC164 is an 8-bit serial-in, parallel-out shift register that features an asynchronous clear (CLR) function. It uses AND gate inputs at the A and B ports. When either of these ports is low, the input data from the other port is blocked, and the first flip-flop is set to a high state on the next clock pulse. If either A or B is high, the flip-flop state will be determined by the data from the active port. The device triggers on the rising edge of the clock signal, meaning it responds when the clock transitions from low to high. For proper operation, the input data must meet the minimum setup time before the clock transition.
